Chloe Williams, MD, grew up across the United States and later settled in Minnesota, where she majored in Spanish. She then lived and worked with the Peace Corps in Benin, West Africa, for four years before returning to New Mexico for medical school. She moved to Rochester for residency with her husband and two sons.

Dr. Williams enjoys the full scope of general obstetrics and gynecology. She has particular interest and expertise in minimally invasive gynecologic surgery, including robotic and advanced laparoscopic surgery, contraception, family planning, and obstetrics.

Outside medicine, Dr. Williams enjoys spending time with family, hiking, camping, and exploring the outdoors.

    Dr. Congelosi is wonderful. The scheduling leaves much to be desired. I received a call in mid-January to schedule my annual exam, which was due in April, but when I called two weeks later, they told me annual exams were booked 5-6 months in advance and I had to join the waitlist for month 7. How does that make sense?

    I waited 20 minutes in the waiting room before being taken to an exam room. I then waited about another 15 minutes for the doctor. Before leaving, she spent no more than 10 minutes making small talk while performing a Pap smear. She did not apologize for the wait or offer any medical guidance for a woman in perimenopause. Instead, she just made small talk. I expected some gynecological healthcare guidance, not small talk. I was not impressed with this doctor at all and may look for a new gynecologist. However, I work in healthcare, so I know this type of “care” is typical, especially if your appearance or life circumstances are not ideal.

    I would give 10 stars if I could! Everyone, from the receptionists to the nurses, is very friendly. I even called billing once with a question, and the representative provided plenty of information and made sure I had nothing to worry about. Shout-out to Dr. Morrison, who is an excellent doctor :) I would recommend this facility to any woman seeking quality care. Thank you!

    Do not even try to schedule an appointment here. New patients have to wait six months, and there is no cancellation list.

    I used to love Park West, but the quality has declined in recent years because of office staff and doctors running late for appointments. If patients are late, their appointments are canceled and they are charged a fee, but when doctors are late, patients are expected to accept it and sit there for however long it takes. The office staff do not notify you when the doctor is running late. Our time is money too! If a doctor is running more than 15 minutes late, the office staff should contact and inform the patient. Sadly, this place has gone downhill. Do better.

    My doctor is wonderful, and all the nurses are extremely kind! Unfortunately, the front desk staff are consistently rude, and scheduling appointments is very difficult.

    When it comes to women's health, ParkWest Women's Health is part of the problem. Ironically, women's health is in their name. If you are from Rochester and your mother went to ParkWest, it may naturally seem like a good choice when you become an adult. It is not. I was a patient of Dr. Uma P. We scheduled a video appointment to discuss my concerns for 8:00 a.m. on a Saturday. At 8:00, nothing happened. At 8:30, still nothing. I was panicking and wondering whether I had the wrong video link because I did not want to miss the appointment. Then 9:00 and 9:30 passed, and I gave up. Of course, the clinic was closed because of its irregular hours, so I could not reach anyone. At 8:47 p.m. on Sunday, I missed a call from Dr. P apologizing that she had missed our appointment. Please leave me alone! No one should call me after 8:00 p.m. on a Sunday. I was extremely disappointed in her lack of professionalism. A year later, I finally found the courage to see a gynecologist again. I switched from Dr. P to Dr. Lubner. I entered the office to check in, and the receptionist rolled her eyes and said, “Dr. Lubner is downstairs.” How was I supposed to know? You are the receptionist; you should smile and be courteous. You are being paid, and you know nothing about anyone's personal circumstances. I went downstairs and encountered a receptionist who clearly disliked her job and women. She barely looked at me. I repeated my name three times before she acknowledged me, then told me to sit down. I waited, and they must have been running behind because I was called back 10 minutes after my appointment time. Dr. Lubner was the only positive part of the appointment. She listened to my suggestions, and we developed a plan together to address my ongoing problems. Honestly, it is unfortunate that she works at ParkWest because they only hold her back. The doctor was excellent, but the operations were terrible. After the appointment, I had to return to the unpleasant receptionist at check-in to schedule an ultrasound. She barely looked at me. I said, “Hello, I need to schedule an ultrasound.” She said fine, then told me, “You need to drink 32 ounces of water for the ultrasound.” I said, “That is a lot of water. Is there a particular time I should drink it? If I become too uncomfortable, can I urinate?” She replied, “Drink 32 ounces one hour before the ultrasound,” then dismissed me. I was frustrated and knew I would forget the instructions, so I asked whether there was an appointment card or something with the instructions that I could take. You should have seen how angry she became when I asked her to do her job! It was absurd. Worse, the clinic had a half-page card that clearly listed all the instructions, much more clearly than she had explained them, along with the appointment date and time. Instead of handing it to me with a smile, she made me work to obtain it as though I were the problem. Even worse, she wrote the wrong appointment time! I know it is difficult to find a reliable doctor now, but ParkWest has managed to find all the wrong staff. Then came the ultrasound. It was very unpleasant. The office felt like a dungeon, and I felt uncomfortable as soon as I entered. The receptionist was there again, as indifferent as ever. I checked in and had the ultrasound. Afterward, the technician only said, “Everything looks fine. Your doctor will follow up,” and left. I was lying there with my feet in the stirrups in a dark room with almost no cleaning supplies. Are you serious?! Are we really still treating women this way? Would it be so difficult to give someone caring for her health a towel, even a tissue, or show the slightest compassion? Overall, the experience was terrible. I will go elsewhere in the future because ParkWest is not the right place. It is appalling that women, including office staff, technicians, and doctors, still treat other women this way. It is shameful, and I will continue telling others how bad ParkWest has become.

    Unfortunately, my last experience was very disappointing. The clinic is pleasant and comfortable, but I did not feel heard and felt rushed. The nurse practitioner spoke with me for only two minutes. It was very disappointing 😞

    If there was an option for zero stars, I would choose that. It is impossible to get a hold of them, especially when it comes to prescription refills. I’ve been calling for days, leaving messages, talking to after hours and nothing has been resolved. I am typically a very patient and positive person who hates leaving a bad review but if you need a doctor’s office that will call you back and help you when you need them. I wouldn’t recommend here. I am extremely unhappy with the lack of communication and support this office has provided me.

    Goodness, the woman downstairs was incredibly unpleasant—why is she dealing with patients? She should be seated 50 feet underground with no customer interaction. Imagine entering the office, having her stare directly at you, close the glass window, display a “Please be seated” sign, and never look at you again. So I sat down. Then I heard the window slide open, followed by silence. I looked over, and she asked, “Why are you here?”—those were her exact words! I said I had an appointment with a particular doctor, and she told me to come to the window. No one else was in the office. How many people could she expect for a 3 p.m. appointment? She looked unhappy and repeatedly closed and reopened the window. It is terrible that someone like this works in an office dedicated to serving women.

    I arrived on time but waited an hour to see the doctor. She asked a rapid series of personal questions while maintaining a strange, rigid smile. I suppose that may reassure some people. The exam itself was good—clear communication, quick, and gentle. The front desk staff loudly discussed other people. They were neither welcoming nor professional. Overall...I should start considering another doctor.

    Like other reviewers, I love my physician, but clinic operations are terrible. Scheduling appointments and obtaining prescriptions are extremely difficult.

    The central issue is this: has anyone reviewed this clinic's office manager, JG? She is unpleasant, gloomy, indifferent, and arrogant. Too many doctors at the practice are losing patients because of her. Clinic owners, look at her emails and put a camera on her—then decide whether this is who you want representing your practice.

    Dr. Leibner is the best doctor I have ever met, and I have been her patient since she joined the practice. However, getting an appointment is now impossible. I was placed on a waitlist but never received a call. When I called again, I was told the waitlist fills quickly. Does that mean they simply do not schedule established patients? Sadly, I have to find another doctor 💔 to receive effective care.

    I called to request a different medication that I would feel more comfortable taking to avoid possible drug interactions. The nurse on the phone sounded angry. She dismissed my dizziness and defended my current medication, saying it was routinely prescribed and that I simply did not have to take it if I did not want to. She said there would be no problem, but everything I found online indicated a moderate risk with my current medication combination. The tone of the call was inappropriate and felt somewhat aggressive. I understand that answering calls can be stressful, but please show some compassion. Thank you.

    Recent reviews made me a little concerned, but my appointment today went smoothly. The receptionist and check-in staff were friendly and professional. I needed an ultrasound, and the woman who performed it was also kind and professional. Scheduling was easy, and I could choose either to see a nurse first or wait for the new doctor arriving in September. I also saw other patients check in without difficulty. I do not understand why the reviews are so poor.
