Dr. Ho came to the US from Vietnam as a refugee in 1979. Within three years, he was accepted into the University of Miami, Miller School of Medicine, and graduated with an M.D. in 1986. He then completed a residency in OB/GYN at the world-renowned UT Southwestern Medical Center, Parkland Memorial Hospital, where he invented a patented double-clamp umbilical cord cutter. After completing his residency in 1990, Dr. Ho moved to San Diego and joined the group practice in OB/GYN Kaiser Permanente. To continue his educational endeavors, he later began a fellowship in Reproductive Endocrinology and Infertility at the UC of San Diego, where he worked under the supervision of the Nobel Laureate Candidate, Dr. Samuel Yen. In 1994, with a special grant from the NIH, he served a year as a Guest Research Scientist at the internationally recognized National Institutes of Health (NIH) in Bethesda, Maryland, and continued to study and prove that granulosa cells express receptors for GnRH. His impressive educational and training background continues to strengthen his expertise in the reproductive sciences field. Throughout his years of practicing medicine, he has helped thousands of couples achieve their dreams of having healthy babies with the gender of choice.


Dr. Ho is well known for serving Asian patients. Although he serves both domestic and international clientele, his cultural understanding of the Asian population provides our international patients with the benefit of expert communication. He also specializes in helping patients who are experiencing advanced maternal age and/or endometriosis as well as patients with immunological disorders.     This is a scam. As soon as you pay, they begin a series of fraudulent charges. This is a fraud facility. Patients believe the package covers service from start to finish because they sell it as a one-stop service. In reality, the package is designed to collect the full payment upfront so they can exploit you. Their fraudulent model is to cut corners within a prepaid package. RSMC sells the treatment in a bundle which cons you may finish the treatment in this one-stop service facility. What they want is the full payment. Cutting corners after the payment is the business model. To save costs, they provide neither pain medication nor medication for ascites during egg retrieval, despite collecting a 5,000 medication fee in advance. They would rather let patients develop ascites than spend a few dollars. This hospital does not provide painkillers and ascites medicine for egg retrieval surgery. The doctor did not perform routine examinations included in the paid package. Using ‘flexible’ medical information—telling some patients hysteroscopy reports are valid for three months and others six months—they misled patients into paying the U.S. clinic for hysteroscopy performed in Taiwan. Dr. Minh N. Ho did not perform the hysteroscope examination on the medical bill. The doctor does not read medical records. After both parties sign the contract, they provide ‘medical instructions’ that actually shift responsibility for interpreting the records to Taiwanese doctors and the patient. Administrative personnel issue medical invitation letters bearing the doctor's stamp without the doctor reviewing the reports. All medical guidance is given by nonmedical personnel. Dr. Minh N. Ho sent an invitation letter. Accepting a patient who is not qualified for an IVF cycle. The doctor did not follow the contract. The contract states that treatment may be terminated for physical reasons, such as follicles being unable to continue growing. This should mean that a doctor may terminate treatment only for a condition that current medicine cannot address. In practice, however, treatment was terminated because of a polyp, and a full refund was refused. A polyp can simply be removed before transfer and is not medically untreatable. Given the earlier dispute over fraudulent package content and shifting responsibility internationally, terminating treatment at this point was clearly not for medical reasons. Dr. Minh N. Ho was in breach of contract. He stopped the treatment and claimed it was a “medical issue”. - a uterine polyp that existed before he accepted the patient. - The Chinese contract does not state the physician has the right to terminate treatment. The hospital is divided into several departments, and the initial contacts differ from the people who provide care. It operates like an intermediary, with no management and no one responsible for patient rights. They do not perform tests included in the contract, do not provide medication unless patients actively request it, accept patients and then refuse to treat them, and issue documents with doctors' signatures that the doctors never reviewed. In practice, it is a highly organized transnational fraud group. CDC data show that this facility's transfer success rate is 30% for patients under 35 and 20% for patients over 35. The success rate for this facility is 30% for age 35, according to the CDC. During consultation, they claim the process requires one stay for egg retrieval and one stay for transfer. Such extreme exaggeration is itself fraudulent and inconsistent with CDC data. Dr. Minh N. Ho claims the treatment could be done in one cycle. – Very unlikely according to CDC. They claim the success rate for transfer – 90% on the site  – 85% from David Harari – This is just laughable. ‘The Society for Assisted Reproductive Technology, SART, collects and reports its member clinics' IVF success rates in a comprehensive database, allowing individuals and couples to find qualified fertility treatment clinics. Of 490 clinics, 450 belong to SART’: RSMC is an exception. It is not a SART member yet displays the SART logo on its English website, misrepresenting itself. RSMC is not a member of SART (Society for Assisted Reproductive Technology). They put a SART logo on their site – scammers do scams. The management team and hospital entity have been sued in more than ten cases. The hospital and the director are involved in multiple lawsuits below. Personal injury/Tort/Fraud/Malpractice/Harassment/Wrongful termination/Other complaint This entire team is unethical. An employee-review website states that a doctor at this hospital once had a medical license revoked, indicating serious deficiencies in medical practice. Director David Harari is the alleged mastermind of the fraud, involving personal injury, several fraud cases, and several harassment cases, with three years of probation prohibiting him from supervising physician assistants. Search RSMC reviews: David Harari claimed during consultation that the success rate for surrogate transfers was 85%, another highly inaccurate statement. THREE YEARS PROBATION WITH VARIOUS TERMS AND CONDITIONS. DURING PROBATION, DR. HARARI IS PROHIBITED FROM SUPERVISING PHYSICAN ASSISTANTS Minh N. Ho is central to the alleged fraud: he profits by selling his image as a doctor. In practice, he does not read medical reports, does not provide medical advice, and does not even prescribe medication, meaning he makes no diagnosis. Put plainly, he only performs ultrasounds—the only part patients directly see is performed by a doctor. Everything is deceptive and the fraud is systematic. Targeting foreigners who face information asymmetry and operating fraud, the hospital, and overseas IVF as a corporate business, with truth mixed with falsehood, may be only the tip of the iceberg in overseas IVF fraud. The alleged fraud begins during consultation, when they provide false success rates and a false process. The physician assistant's role is to make empty promises for Minh N. Ho during consultation, claiming the package's hysteroscopy will be performed in the United States, while later misleading patients into having it done in Taiwan. David Harari's alleged fraud, intimidation, and harm are all reflected in the approach to medical care. In this allegedly fraudulent IVF operation, they collectively seek to exclude doctors from medical care so they can accept the greatest number of patients and maximize profit. When they send doctors and the director out to conduct consultations, patients should question whether those doctors could still participate in actual care. Medical care requires medical expertise; without it, unexpected failures occur. This is allegedly intentional because the only competent doctor never planned to spend time providing care. If you are not vigilant, you will be deceived. When doctors themselves deceive patients, ordinary people's medical knowledge cannot compete with licensed professionals. David Harari and Minh N. Ho have integrity issues. David Harari was officially prohibited from supervising physician assistants, yet now, as director, supervises the entire medical team. For money, Minh N. Ho accepts patients who do not meet transfer criteria from the outset. These two doctors use their medical expertise to deceive people, allowing the entire hospital to profit. If you trust what they say during the preliminary consultation, you are already being deceived. No matter how polished their image and sales techniques are, patients should remember that CDC data indicate 3–5 trips to the United States are needed to complete one successful transfer cycle. Do not trust their ‘professional’ interpretation. Their unwillingness to discuss possible treatment outcomes using actual success rates shows that they are selling something whose true nature cannot be disclosed. RSMC claims a false treatment process: everything from success rates to the travel process is fabricated. Doctors also do not participate in care, beyond the minimum actions visible to patients. They exploit legal loopholes, target foreign patients unable to defend their rights, and are gradually building an international fraud empire. The truth behind welcoming overseas IVF patients is that these patients are easy to deceive and control and even less able to defend their rights in the United States—perfect pigs on a production line. RSMC aims for foreigners – hopeless pigs on the streamline sent to the butcher.

    I am a cancer patient and need long-term medication to control my condition, so my doctor advised me to pursue my family-building plans early. Before beginning targeted therapy, I froze eggs and created embryos. Because my husband and I were both nearly 40 and planned to have a child through surrogacy, the embryos needed PGS genetic screening. My doctor told me that because I had few embryos, PGS could result in none remaining, but after discussing it, my husband and I decided to try. We had genetic screening at a hospital in Taiwan, and ultimately only one embryo was completely normal. When we received the news, we were very nervous and scheduled an online meeting with RSMC's director, Dr. Harari. He told us the estimated success rate and explained that medical care can never guarantee 100% success, but his team would do its best to help us succeed. After fully understanding these risks, we hesitated for some time because all our information came from the internet and we did not know which hospital was especially good. RSMC had been recommended by a friend who succeeded there, but I had only one embryo, and our situations differed. During our communication with the RSMC team, however, I sensed their professionalism. I greatly appreciated that they did not lie and told me only the reality. I finally told my husband that we should try with them. If it succeeded, heaven intended us to have this child; if it failed, I would accept reality and focus on treating my illness. To pursue this dream, we pooled our savings, since this was not a small amount. We paused for a while because of financial difficulties, but the RSMC team continued helping us and handled matters flexibly. In the end, our surrogate became pregnant after the first transfer! I could hardly believe this miracle. It truly was a miracle to me, but I remained worried because the baby still had nine months before birth. During that time, a manager provided us with weekly reports in Chinese and sent greetings to our surrogate during holidays. We were also fortunate to find a wonderful surrogate. Through the client services manager, she often sent ultrasound images of the baby, helping ease my regret that cancer prevented me from carrying the pregnancy myself. At the beginning of this month, my child was finally born safely. We went to the United States to bring her home and were incredibly happy and moved. Thinking back to how lost my husband and I felt a year and a half ago, I am truly grateful that my friend introduced me to RSMC. I also thank my doctor and all the nurses and consultants who helped me along the way. With this child, I will face future treatment even more actively and take good care of her. I hope I can bring her back to California to visit in the future.

    From our initial consultation in Taiwan, we felt both the professionalism and warmth of the team. The consultant explained the entire process and arranged the necessary tests. We received reminders about precautions before egg retrieval and embryo transfer and which supplements to take in advance. Their around-the-clock service gave us tremendous support and assistance. They patiently answered all our questions and carefully arranged each step. Even the online services were reassuring. When it was time to travel to the United States, the nursing staff were also very friendly and professional and constantly checked on our condition. A Chinese interpreter accompanied us on site, allowing us to communicate smoothly with the doctor. The travel agency they work with helped us find flights and accommodation in advance, saving us considerable effort. The hospital environment also impressed us. I initially thought it would be small, but it was extremely large. In addition to congratulatory banners in Chinese, there were many family photos from other couples.     We are very grateful to Dr. He for making our dream come true. After three miscarriages, we had almost given up on having a complete family, but thanks to two successful IVF cycles with Dr. He, we now have two beautiful babies. Dr. He is an amazing communicator; he clarified all our questions and provided incredible care and support throughout this difficult process.     If you want to start a family, I recommend coming here. Because there was little information online, I worried about being scammed and hesitated for a long time. However, staff who spoke Japanese and English arranged a medical examination and a free consultation with the American director, which made me feel safe. It was my first time in the United States and my English was not very good, but I was treated courteously, everything went smoothly, and I was able to fulfill my wish. The area around the hospital is safe, with many shopping centers and pleasant weather, so it felt like a trip.

    I am a surrogate and am happy to have the opportunity to help others who want children. This time, I helped a gay couple from Hong Kong. After our first video call, we discussed our ideas and I found that they were both wonderful people, so we decided to work together. Later, I sent them ultrasound images from prenatal checkups through the customer service manager, and they were always extremely excited. Best of all, I received their New Year card and a small gift, which warmed my heart. The baby has now been born healthy, and they came to the hospital with flowers to collect the baby. It was my first time meeting the couple in person, but it felt as though we had known each other for a long time. This surrogacy journey was very comfortable, and I hope to have the opportunity for another wonderful journey like it in the future.

    A member of my wife's family had long wanted to visit a place like this and finally found the courage, so we accompanied her to the facility as support. I felt that everything was very professional, from the initial guidance and introduction to the services to the doctor's interview and consultation. Although this is a particularly high-risk field, they answered all our questions about the contract and procedure kindly and in detail. They were also highly responsive regarding language needs, so I think it is a very good place.

He tailored the treatment to our situation and paid meticulous attention to detail throughout the cycle. Before finding him, we had undergone IVF twice at other clinics without ideal results and decided to try one final time. There are many lively shopping centers and attractions near the hospital, so we could also relax after our visits. The hospital provided friendly Chinese interpreters, which made us feel reassured and removed any concern about language barriers.     We came to RSMC for help from Dr.Ho after seeing an introduction by Bunny Wolf. The doctor was very kind and always smiling. Although he was clearly very busy, I admired his sincerity and professionalism. During our consultations, he patiently explained every detail.     My experience at RSMC exceeded my expectations. Throughout treatment, Dr. Ho was highly professional and took time to explain every step. This gave me great confidence and genuinely helped reduce my anxiety. The hospital itself is very clean and well organized. After the procedure, they also provided a wheelchair and a staff member to care for me, so even though I was there alone, I did not feel lonely or afraid.

    I feel fortunate to have found Dr. Ho at age 40. My periods were irregular, and my husband and I had tried unsuccessfully for years. We finally sought treatment at RSMC. Dr. Ho's professionalism and attention to detail gave me confidence and hope. He also guided me in preparing my body before treatment. After two IVF cycles, PGS identified a healthy embryo.     I run a startup, so I do not have much time. RSMC truly understood that. They streamlined everything for me and made sure the entire process was quick yet thorough.     Our baby was born this week, and we are truly overjoyed! We were very hesitant when choosing a hospital because there was so much information and so many options online. But on our first visit, we found the hospital larger than expected, the medical staff highly professional in their responses, and the service very thoughtful, so we decided to choose this hospital to fulfill a dream we had planned for several years. As non-native English speakers, it was extremely helpful that the hospital provided dedicated medical interpreters who ensured we fully understood the doctor's opinions throughout the process. Before our departure, a partner travel agency also helped arrange flights, accommodation, and visas, making everything much easier. They could even arrange sightseeing, since San Diego is also a famous vacation destination, which helped us feel less anxious throughout the process. Having a child has made our home so much livelier. This is the happy family life we had imagined for years. Thank you to everyone who helped us along the way.

    A relative living in California recommended this hospital to me. It has two well-known local branches, one in Irvine and one in San Diego. The San Diego branch has a multilingual team dedicated to serving Asian patients, so I chose San Diego. Throughout the egg-freezing treatment, the staff explained everything very carefully and reminded me of all the precautions I needed to take. Overall, the medical experience was very good and the process went smoothly. After the procedure, staff members checked on me and took me by wheelchair to my ride. The entire warm and attentive service experience was very thoughtful. Thank you!

    I had almost given up because my previous hospital took an extremely long time and could not match us with a surrogate. Then a friend who had already succeeded introduced us here, and they found one in just two weeks. They were very efficient, there were many good profiles to choose from, and the surrogate's qualifications were also good. Recommended.

    Our baby was finally born this week! As a first-time father, I feel very nervous but also extremely excited. Looking back on the entire process, we were truly fortunate and everything went very smoothly! About a year and a half ago, I learned about RSMC online. At first I had some doubts about the online information, so I specifically checked reviews from hospitals in Taiwan. RSMC's staff responded quickly and in detail, which reassured me. After deciding to fly to the United States to visit in person, I found that this was indeed the large hospital I wanted, so I confidently began this journey.     This hospital is welcoming to Chinese-speaking patients. My partner and I are from Taiwan. From the beginning, we planned to go directly to the United States to freeze eggs and have a child together, but our limited English initially worried us. We later found that online consultations were available in Chinese, and a Chinese medical interpreter accompanied us at the hospital, which was very reassuring. The hospital also helped arrange flights and visas through a travel agency, as well as a monthly rental apartment, which made the trip very smooth. My wife is now successfully 12 weeks pregnant. Thank you so much. We hope to bring our child back to California one day to revisit the area.

    This was my first time in the United States, and the hospital arranged everything through a travel agency, including my visa, accommodation, and flights. When I arrived at the hospital, there was even a Chinese interpreter, which made everything much easier. The hospital itself is large, exceptionally clean, and well organized. The service is first-rate and highly professional. Overall, I would rate it very highly!

    It is an OK customer service experience for me but later on I found out their pricing is way above the guarantees the sales person offered at first Zoom meeting with Kelsi/Jessica. To get a TRULY guaranteed and satisfactory result from surrogacy, you need to pay way more than $140 K! So watch out

    I asked a friend with excellent English to help write this one-star review. I would gladly give zero stars if possible. Their documents and website look good, but their staff are not. I had not previously heard of their doctors' reputation, but their website made them appear good, and the data also looked impressive. I have now had a child through their surrogacy service; the child was born in January and became seriously ill, requiring hospitalization. The company's contract denies all responsibility. I sincerely advise against using this company. Their website contains considerable misleading information. For example, a video shows an entire building, but I later discovered the clinic occupies only the ground floor and is very small. Are they intentionally misleading clients? I also suspect some five-star reviews here are fabricated. All their five-star surrogacy reviews were posted a year ago, making one wonder what happened during the past year.

    In November 2024, I paid Lucina Egg Bank, part of RSMC, $18,700 for eight frozen donor eggs. Their staff told me that if none developed into a usable embryo, they would provide six additional eggs at no cost. I also paid $8,967.5 for laboratory blastocyst culture. Unfortunately, all eight eggs failed, and there was not a single embryo to transfer. I did not even have one opportunity. When I asked about the six free replacement eggs, they said my case did not qualify. Instead, they recommended spending more money on new eggs. This was extremely disappointing and very different from what I expected when I enrolled. After this experience, I began researching independently. I learned that the U.S. Centers for Disease Control and Prevention (CDC) reports much lower IVF success rates for RSMC than I had expected. I also discovered that Lucina Egg Bank was established only a few years ago, rather than having "more than 30 years of experience" as I had been led to believe. Their current Better Business Bureau rating is "D." These facts made me feel misled. My husband and I saved for years to afford IVF. Losing this money and opportunity was devastating financially and emotionally. I became depressed after the experience, but ultimately decided to share my story so others might be more cautious when making such an important decision. This is my personal experience, and I hope it helps others considering this clinic make an informed choice.

    This small clinic is poorly managed, with low morale and serious administrative problems. Avoid it if possible! After I posted, the company replied with a standard template. See for yourself: it is identical to several previous replies to negative reviews. Their excuse is outrageous. Of course I want to remain anonymous because their sales staff pressured me into signing a nonrefundable contract, leaving me no way to reconsider. If I provide more details so they can identify my purchase, how can I trust them not to retaliate or neglect my case? If they do not address this, how can I trust them to make every effort on quality control? It is clear that this company's staff are not enthusiastic about clients. They are simply making money for themselves, while this is my journey to build a family. They truly do not care. Even their repeated use of the same template to answer clients shows this.

    This is the worst facility I have ever visited. Years later, I am still distressed by the incompetence the doctors showed in treating my infertility. There was no coordination of timing—I practically had to design my own treatment plan with almost no help—and they failed to use the medications properly for my retrieval, leaving me without a single usable embryo. You are just a number there. They almost made me give up. If you are looking for a surrogate, this place may be suitable. But if you want your own biological child, stay away. I eventually went to Kindbody, and thankfully I now have a two-year-old daughter.
